Label TextJohn Vachon American, 1914–1975 Housing. Norfolk, Virginia, March 1941 Gelatin silver print (photograph), printed 1984 To accommodate population changes, Norfolk officials built low-income housing with rents between $19 and $39 per month. The housing seen here sits close to the South Norfolk Furniture Company. Although furniture manufacturers struggled during the Depression, by 1940 the rise in population and incomes revived the area’s furniture retail industry.
