Portsmouth, Virginia, March 1941 Gelatin silver print (photograph), printed 1984 The 1900 U.S. Census estimated that “approximately 2 million children were working in mills, mines, fields, factories, stores, and on city streets across the United States.” In 1938, President Roosevelt’s Fair Labor Standards Act helped protect children by setting a minimum working age of 14 years for employment outside school hours. In John Vachon’s photograph, three boys play outside their Portsmouth home, suggesting a childhood free from labor.
